fix: clamp notification dropdown to viewport, bump ui to 0.2.15

Apply viewport clamping to NotificationCenter dropdown positioning
and bump @ciphera-net/ui to 0.2.15 which clamps AppLauncher and
UserMenu dropdowns the same way.
